Your student might want to review a book I wrote with Douglas Cole
of Simon Fraser University entitled "'An Iron Hand Upon the People':
The Law Against the Potlatch on the Northwest Coast" (University of
Washington Press and Douglas and McIntyre, 1991). A soft-cover
edition was just released by U of W Press this spring.

The book focuses on the anti-potlatch law in Canada but features
some sections on the US, particularly Alaska. If nothing else, the
bibliography should prove useful.

I'm surprised you did not come across it in your library. Maybe
you could recommend it?
