MINISTER ISSUES UPDATE ON PROGRESS IN DAVIS INLET
Ottawa, April 26, 1995 -- The Innu of Davis Inlet (Utshimassits) have made
good progress in addressing serious problems in their community since the
signing one year ago of the Statement of Political Commitments, said Indian
Affairs and Northern Development Minister Ronald A. Irwin. The Innu have
begun a process of renewal that has seen significant improvements on health
and safety issues and physical infrastructure.
"I would like to commend the Mushuau Innu Renewal Committee (MIRC) for the
way it has handled the very difficult job of planning and managing the
technical studies related to relocation," said Minister Irwin. "I understand
that the Davis Inlet community members were the decision-makers and provided
the direction to the work of the Committee. This is a significant
milestone."
Minister Irwin said the Government of Canada will continue to honour the
commitments set out in the Statement of Political Commitments. In April 1994
the Mushuau Innu agreed to a federal proposal that will, among other things,
advance the settlement of their comprehensive land claim, self-government
aspirations, emergency help and relocation to a new community.
Support for relocation to Little Sango Pond is subject to a number of
conditions, including the adoption of a long-term socio-economic plan by the
Innu, site viability, a formal ratification of Little Sango Pond as the
preferred site of the Innu, and reasonable costs acceptable to Canada. The
Government of Canada provided $1 million in funding to support the Innu in
carrying out the feasibility studies.
By the end of March 1995, 11 new homes had been built and 60 others had been
renovated. Water and sewer systems were installed in three band facilities,
a women's centre was completed, and a drop-in centre, administered by the
youth council, was constructed. To date approximately 75 people have
received construction trade training. Alcohol and substance abuse has
declined. In March the Innu signed an interim policing agreement with the
Government of Newfoundland and Labrador.
The Government of Canada spent $4.8 million in Davis Inlet in 1993/94 and
$4.3 million in 1994/95 for emergency services and health and safety.
"The money spent so far on community renewal has been well used," said the
Minister. "We want to ensure that future funding provides similar value for
money."
The Government of Canada will continue to provide funding in 1995/96 for the
continuation of improvements at Davis Inlet: $1,600,000 from DIAND, $350,000
from Health Canada, $25,000 from Solicitor General for policing, and
$1,000,000 from Human Resources Development Canada. The Department of
Justice remains committed to providing the $100,000 for Innu Justice
initiatives when a tripartite working agreement is in place.
The Minister has asked his officials to conduct a comprehensive review of
more than 20 technical feasibility studies. Part of the assessment will be
to examine the proposed costs of relocation, particularly when compared to
other similar situations. The review process is expected to be completed in
July.
"Given the work on community relocation and renewal, i believe the next year
will be both busy and fruiful for the people of Davis Inlet," said Minister
Irwin. "In the spirit of cooperation, I look forward to working in
partnership with you."

collectivit=E9, a
dit le ministre des Affaires indiennes et du Nord canadien, Ronald A. Irwin.
Ils ont amorc=E9 un processus de renouvellement qui a permis des
am=E9liorations importantes en mati=E8re de sant=E9, de s=E9curit=E9 et
d'infrastructures mat=E9rielles.

dont il s'est acquitt=E9 des t=E2ches tr=E8s difficiles de la planification
et de
la gestion des =E9tudes techniques li=E9es =E0 la r=E9installation,

collectivit=E9 de Davis Inlet qui ont pris les d=E9cisions et fourni des
directives au Comit=E9 pour ses travaux. Il s'agit donc d'un jalon
important."
Le ministre Irwin a pr=E9cis=E9 que le gouvernement du Canada continuerait
de
remplir les engagements =E9nonc=E9s dans la D=E9claration d'engagements
politiques. En avril 1994, les Innu Mushuau ont accept=E9 une proposition
du
gouvernement f=E9d=E9ral qui permettra notamment de faire avancer le
r=E8glement
de leur revendication territoriale globale, de r=E9pondre =E0 leurs
aspirations
en mati=E8re d'autonomie gouvernementale ainsi qu'=E0 leurs besoins dans le
domaine des services d'urgence et de r=E9installer la population dans un
autre
endroit.
L'acceptation de r=E9installer des Innu =E0 Little Sango Pond est toutefois
assujettie =E0 un certain nombre de conditions, notamment l'adoption par les
Innu d'un plan de r=E9forme socio-=E9conomique =E0 long terme, la viabilit
=E9 de
l'emplacement, une ratification officielle confirmant que cet endroit est
bien le lieu pr=E9f=E9r=E9 des Innu, et des co=FBts raisonnables et
acceptables pour
le Canada. Le gouvernement du Canada a aussi engag=E9 les fonds de 1
million
de dollars n=E9cessaires pour mener les =E9tudes de faisabilit=E9.
=C4 la fin du mois de mars dernier, 11 nouvellles habitations avaient =E9t
=E9
b=E2ties et 60 autres r=E9nov=E9es. En outre, des r=E9seaux d'=E9gout et
d'adduction
d'eau ont =E9t=E9 install=E9s dans trois installations appartenant =E0 des
bandes.
Une maison d'h=E9bergement pour femmes a =E9t=E9 construite et un centre
d'accueil, administr=E9 par un conseil pour la jeunesse, a =E9t=E9 =E9rig=E9
=C4 ce
jour, environ 75 personnes ont =E9t=E9 form=E9es comme corps de m=E9tier.
La
toxicomanie et l'alcoolisme sont en r=E9gression. En mars, les Innu ont
sign=E9
un accord provisoire sur le maintien de l'ordre avec le gouvernement de
Terre-Neuve et du Labrador.
En 1993-1994, le gouvernement du Canada a engag=E9 =E0 Davis Inlet 4,8
millions
de dollars pour des services d'urgence et des mesures en mati=E8re de sant
=E9 et
de s=E9curit=E9 et en 1994-1995, un montant de 4,3 millions de dollars a =E9
t=E9
d=E9pens=E9 =E0 ces chapitres.
"Les fonds d=E9pens=E9s jusqu'=E0 maintenent pour le renouvellement de la
collectivit=E9 ont =E9t=E9 bien utilis=E9s, a pr=E9cis=E9 le Ministre. Nous
d=E9sirons
d'ailleurs faire en sorte que les sommes fournies =E0 l'avenir soient
utilis=E9es da fa=E7on aussi rentable."
Le gouvernement f=E9d=E9ral continuera =E0 fournir des fonds en 1995-1996
pour
poursuivre les am=E9liorations entreprises =E0 Davis Inlet (1,6 million de
dollars provenant du MAINC, 350 000 $ de Sant=E9 Canada, 25 000 $ du
Solliciteur g=E9n=E9ral pour le maintien de l'ordre et 1 million de dollars
de
D=E9veloppement des ressources humaines Canada.) Le minist=E8re de la
Justice,
pour sa part, maintient son engagement =E0 verser 100 000 $ pour les projets
innu dans le domaine de la justice, une fois qu'une entente tripartite sera
conclue =E0 cet =E9gard.
Le Ministre a demand=E9 =E0 ses repr=E9sentants d'effectuer un examen
complet de
plus de 20 =E9tudes techniques de faisabilit=E9. Une partie du travail
d'=E9valuation consistera =E0 examiner les co=FBts propos=E9s de la
r=E9installation,
en les comparant notamment aux frais engag=E9s dans des situations
semblables.
Ce processus d'examen devrait =EAtre termin=E9 en juillet.
"En raison des travaux pr=E9vus pour la r=E9installation et le
renouvellement de
la collectivit=E9, je crois que l'ann=E9e qui vient sera =E0 la fois remplie
d'activit=E9s et tr=E8s f=E9conde pour les habitants de Davis Inlet,
d'affirmer le
mimistre Irwin. Je suis donc impatient de travailler avec vous dans un
esprit de collaboration."
