MERRITT, B.C. (CP) - Negotiators agreed Thursday on a framework for talks to
settle grievances that prompted natives to block access to the province's
largest cattle ranch. The deal between the Upper Nicola Indian band and the
federal and provincial governments was reached after two days of talks in a
