My apologies. I had intended to attach the text of this article to that of
an earlier article that gives some background on the subject which this WWW
information is attempting to address. The earlier article from Bruce Reyburn,
which he posted last December, never went out, for unknown reasons. Here is
that earlier article, which may help you make some sense of this announcement.

LAND FUND BILL
Senate Select Committee
On 28 November 1994, the Senate established the Select
Committee on the Land Fund Bill to examine the following
matters with respect to the Senate's amendments and request
for amendment to the ATSIC Amendment (Indigenous Land
Corporation and Land Fund) Bill 1994:
(a) whether, taken as a whole, the amendments and request
achieve the aim of making the bill a more effective
instrument to assist those Aboriginal persons and Torres
Strait Islanders who will be unable to assert their
native title rights and interests to acquire land and to
manage it effectively;
(b) whether any of the amendments of the request should be
modified, or deleted and replaced with alternative
amendments, in order to reconcile disagreements among
Aboriginal persons and Torres Strait Islanders and better
achieve the aim set out in paragraph (a);
(c) such other matters, arising in the course of the
committee's inquiry, in relation to the amendments and
the request, as the committee determines are reasonably
relevant to reporting on the foregoing terms of
reference.
The committee, which is to report by 31 January 1995, invites
persons and organisations wishing to express views on this
matter to lodge written submissions with:
The Secretary
Senate Select Committee on the Land Fund Bill
Parliament House
Canberra ACT 2600
by Friday 6 January 1995. Later submissions will also be
accepted.
Further information and notes to assist with the preparation
of submissions are available from the Committee Secretary on
(06) 277 3379 or fax (06) 277 5809.
