For Immediate Release

The Black Hills Protection Committee (BHPC), is an organization under the
umbrella of the Kammerer Lakota Foundation who is nonprofit. Our members and
volunteers are native and nonnative peoples, organized to protect the
inherent rights of the Great Sioux Nation.

The BHPCs function is to gather, review, investigate, and dissimilate
information made available through various public resources. The committee
also relies on information offered by private sources close to the issue(s).
The BHPC hosts and attends meetings that are relevant to the issues that
effect the Black Hills region.

The 1851 Fort Laramie Treaty, acknowledged the territory of the Teton Sioux
Nation which included all of South Dakota west of the Missouri River, the
Black Hills being the heart of the Lakota holdings. Since then treaties and
promises have been violated by the U.S. Government, but still the Lakota
(Sioux) People hold onto its "Heart". The United States Government has a
legal obligation to protect our rights under the supreme law of the land.

The Black Hills Land issue is still unresolved and the struggle continues.
The federal lands in the Black Hills are held in trust by the United States
Forest Service, as public lands. These lands must remain in the federal trust
until the land issue is resolved.

Kevin Costner's "Dunbar"

For Immediate Release

On February 14, 1995, negotiations for a land swap were entered into between
Dunbar Resort Inc., and the U.S. Forest Service. The Dunbar wants to obtain
federal land next to the resort comprising of 630 acres, which is for the
purpose of a "Golf Course". Dunbar's exchange land is located at the mouth
of Spearfish Canyon; 585 acres. This land was purchased from Home Stake
Mining under the agreement that it can't be developed. South Dakota State
Legislature cleared grants totaling $4.55 million and additional construction
work that benefits the Costner resort area. This land will have free access
to city water and sewer lines. The South Dakota State Legislature recently
approved a bill allowing large construction projects, such as Dunbar Resort,
a guaranteed construction, tax break worth $2 million. Even South Dakota Gov.
Bill Janklow has personally seen to it that no more state monies will go to
the Dunbar. "Any more funds and this will be a state project."

Dunbar Resort, Inc is owned in part by Kevin Costner an actor/director famous
for his positive portrayal of Lakota peoples in his movie "Dances with
Wolves". Mr. Costner himself was adopted by a Lakota individual for his work
with Indian peoples on Dances. In his speech at the adoption ceremony he
promised to "help" Lakota people through serious and difficult times.

Opposition Activity Report: Kevin Costner's "Dunbar"
Summary, #01 March through June

March: Networked by telephone and mail with International support, began
receiving petition in support of out treaty rights.

April: April 21st, 1995; received support via resolution from the Dakota
Territory Chairman's Council.
April: Continue to receive petitions from U.S. and Europe. Continue to
outreach individuals and organizations across U.S. and Europe. KILI Radio
hosted an hour show with BHPC. Continue to get media coverage.

May: May 20th - hosted a successful spiritual gathering. The BHPC was able to
purchase a computer and printer through donations.
May: BHPC met with editorial staff of Rapid City Journal about the Black
Hills Land Swap Issue.Met with local non-Indian individuals who are opposed
to Costner's land swap.

June: June; Met with CRST. Scheduled meeting with non-Indian land owners in
the Black Hills to see proposed land (near the Dunbar project) offered to the
BHPC and respective tribal members to have use of land for demonstrations,
camping, etc. Public comment period ends June 19th.

Summary, #03 - July

July:

July 6, 1995: BHPC volunteers Virginia White Calf and Richard Quick
Bear disassociate themselves via letter to the BHPC as of July, 2 1995.

July 12, 1995: USFS has considered BHPC's comments on the Dunbar Land
exchange
Environmental Assessment, and allowed opportunity for BHPC to provide
additional information pertinent to culturally significant sites that are in
question, site: 39LA 783 (Stone Circle) and 39LA 782 (reddened earth). We
were asked to review the sites with our archeologist tribal, and spiritual
leaders; so they may acquire additional information to be used in the
decision process for the land exchange, visit was scheduled to be done by
Aug. 1st, 1995.

July 13th, 1995; Rapid City Journal states "Dunbar resort hits snag". The
Dunbar Resort Developers and their architect have parted company, delaying
the
project up to one year.

July 15 1995; Dan Costner confirms Resort delay.

July 31, 1995; BHPC volunteers Linda Two Bulls, Marty Two Bulls, CRST
Chairman
Gregg Bourland, CRST Archeologist Kade Ferris, and spiritual advisor Sidney
Keith, met with USFS Officials to review sites in question. Site 39LA783
(Stone circle) is determined to be a vision quest site. Site 39LA782
(reddened
earth) could not be determined to be as culturally significant at that time.
More testing is asked to be done. A report is to be handed into the USFS by
Mr. Bourland.

July; The Lannan Foundation donates a Fax machine to the BHPC. T-shirt
funding
is underway.

Summary, #04 - August

August:

- CRST Archeologist Kade Ferris renames Stone Circle Site. This site
was first determined by Archeologist Michael Fosha as TYPE SITE: Stone
Circle, TIME PERIOD: Unknown, CULTURAL AFFILIATION: Unknown. (note: an
individual contacted Forest Service Archeologist Tim Cowan stating; "he was
among individuals who used and made this hearth as a youth for parties, about
50 years ago.") Site was then changed to Hearth of modern origin. Mr. Fosha
is hired by the Dunbar Resort.

- Mr. Ferris renames the site as TYPE SITE: Stone Circle, TIME PERIOD: A.D.
1861 - CULTURAL AFFILIATION: Sioux /Lakota. It is recognized to be a
significant site of Lakota origin. And to be dealt with as a sacred site for
purposes of the National Register of Historic Places. This is to be recorded
at the Archeological Research Center. There are approximately 3,500 stone
circle sites throughout the Black Hills region. They are recorded at Arch.
Research Center.

- BHPC met with CRST Cultural Affairs Committee to give a report on site
findings. Resolution in opposition to Land Swap is reaffirmed.

- Continue to receive petitions and support from U.S. and Europe. (England,
Italy, Ireland, France, Holland, to name a few.

- Aug. 19, 1995; The Dakota Territory Chairmen's Treaty Council (DTCC) held a
meeting at the Prairie Knights Casino on the Standing Rock Sioux Reservation.
The BHPC was on the agenda but due to short notice and lack of funding we
were unable to attend, but did fax a report to the DTCC. Disassociated
volunteer Virginia White Calf attended this meeting and led the DTCC Chairman
to believe she was there as a BHPC representative, but in actuality she was
there to represent herself and an investor group by the mane of Black Hills
Placer (BHP). And, that her and Black Hills Placer's intent was to ask for
capital to mine the White Wood Creek and possibly put a casino adjacent to
the Dunbar. The BHPC and Kammerer Lakota Foundation are in no way associated
with these individuals. We do not support any mining in the Black Hills!
