Indian Child Welfare Act?

I am interested in obtaining information about the Indian Child Welfare
Act. I am with a national Aboriginal organisation called Secretariat of
National Aboriginal & Islander Child Care which is seeking federal
legislation here in Australia to safeguard the rights of Aboriginal
children. Any recent references and articles evaluating the impact of
the ICWA particularly would be most welcome.
