[Gary: I have posted this response to the list, instead of just to Cindy,
because I believe it is an announcement of general interest, and because
the responses of list subscribers will be of great assistance. Tony]

Sonoma State University in Sonoma County, California, has just begun to
explore the possibility of establishing something along the lines of an
Indian Tribal Government certificate program. There seems to be much
enthusiasm for the project within both the Extended Education department
at SSU and among northern California Indian communities. This program
would provide training and education in a broad range of subjects
essential to effective exercise by tribes of their sovereign powers, and
would also serve to draw together persons and agencies who would be
resources to tribes. SSU tentatively plans to have a brainstorming/
planning session with Indian leaders and other interested persons some
time this Spring to talk about the Indian communities' needs in this area,
and the most effective ways of achieving them. I am involved in this
process and would be happy to provide more information as it develops and
to provide to SSU whatever feedback this message evokes.
