In a special meeting held on June 27, 1996, the following resolutions were
passed by the new White Earth Tribal Council (Chairman Eugene "Bugger"
McArthur, Council Member John Buckanaga, Council Member Tony Wadena)

Resolution 96-11A
Resolved, that the White Earth Band representatives to the Tribal executive
Committee, Minnesota Chippewa Tribe, immediately bring the issue of
constitution reform to the Tribal Executive Committee. The reform should
include elements of a separate independent judiciary, with civil and
criminal jurisdiction, separation of powers, and other safeguards to give
individual members of the Minnesota Chippewa Tribe an independent tribunal
to resolve disputes, civil and criminal and with elements of due process
and equal; access and justice for all.

Resolution 96-7A
Resolved that the banking authorization will require the signature of
Acting Secretary-Treasurer or Chairman Eugene "Bugger" McArthur and the
signature of one of the following, Darwin "Darb" McArthur, Alberta Smith or
William Heisler.
All previous authorizations to transact business on behalf of the
white Earth Band of Chippewa Indians are hereby revoked.
It is further resolved that the management of Gaming World
International shall immediately report on the current condition of the
gaming enterprise, and shall be answerable to the tribal government
installed on June 27, 1996, at the special meeting of the White Earth
Tribal Council and recognized by the B.I.A. memorandum, dated 6-26-96, a
copy of which is incorporated into this resolution as though fully stated
herein.
It is further resolved that any powers previously vested in former
Tribal chairman Darrell "Chip" Wadena, former Secretary-Treasurer Jerry
Rawley, and former Committee Member Rick Clark are revoked and those
individuals have no further official powers.
It is further resolved, that the Minnesota Chippewa Tribal
constitution, the Election Ordinances No. 5 as amended through January 1,
1996 and Ordinance No. 1-65 have been followed and mandate the result above
take.
It is further resolved, that the actions taken by the Tribal
Council are necessary to safeguard the records and assets of the White
earth Band so they can be preserved for the people.

Resolution 96-8A
Resolved, that the administrative staff is hereby directed that there shall
be no retribution against any individual who supported the previous tribal
government, and that they be given the same consideration by way of job
assignment, promotion, pay and tenure as any other qualified individual.
This resolution shall not in any way be construed to limit or restrict the
power of a Chairman grand under Ordinance No.1-65, Article 1
Further resolved, that the Chairman is empowered to hire independent
accountants for the purposes of investigating the financial dealings of
former Chairman Chip Wadena, former Secretary-Treasurer Jerry Rawley, and
former Committee Member Rick Clark, and identifying monies taken
inappropriately. The accountant shall report his/her findings to the
Chairman when investigation is completed.
Further resolved that if misappropriation of funds is determined to
have occurred by former Chairman Chip Wadena, former Secretary-Treasurer
Jerry Rawley, and former Committee Member Rick Clark, the Chairman is
authorized to engage legal council to pursue legal mean to obtain
reimbursement of those funds misappropriated.
