Update on the "Tiller" guide. As of today the EDA has not yet received
their copies (Economic Development Administration-EDA is a unit in the
U.S. Department of Commerce). Although, as Les Tate indicated, they were
due July 5--this following MANY delays in shipment. The EDA will have
5,000 copies and intends to distribute all of them without charge as long
as copies last. To request one write:

Technical Assistance and Research Division
H7315
EDA/Department of Commerce
Washington, DC. 20230

or call Tony Myers or Margot Leydic-Boyd at 202-482-2127.

The title is slightly different, but the material is supposed to be
identical to Tiller's Guide. The feds title is something like: Federal
and State Reservation Areas.
