Mr. President, Respectful Greetings. The International Indian Treaty
Council, in its capacity as a Non-governmental Organization with
Consultative Status to the United Nations Economic and Social Council,
wishes to bring an urgent matter to your attention regarding legislation
currently pending before you, 1996/36, the so-called "Navajo Hopi Land
Dispute Settlement Act of 1996." The IITC, on behalf of our many members
and in recognition of the fundamental human rights recognized both
federally and internationally, _strongly urges you to vote this bill_.
The land involved in this relocation bill has a deep and profound spiritual
significance for the Dineh as well as the traditional Hopi Peoples who have
lived there since time immemorial. At the recent session of the United
Nations Subcommission for the Protection of Minorities and Prevention of
Discrimination the Subcommission passed an historic resolution recognizing
and emphasizing the "spiritual connection that indigenous peoples have with
the land and the relationship of traditional lands with the practice of
indigenous religion" [Note: see Web URL below for full text of this
resolution]. The proposed forced removal of traditional Dineh Peoples from
their sacred home land is in direct violation of the right to freedom of
religious belief and practice guaranteed by the United States Constitution
as well as international human rights standards to which the United States
is a party.
We thank you for your continued support for human rights and Indigenous
Peoples through your veto of S 1973.
