RESOLUTION OF THE INDIGENOUS NATIONS AND PEOPLES DELEGATES
Whereas the Draft Declaration on the Rights of Indigenous Peoples has been
the subject of extensive discussions and drafting with the full
participation of hundreds of Indigenous peoples over the past twelve years
and in its present form has already been accepted by the Sub Commission for
the Prevention of Discrimination and Protection of Minorities, as well as
the Working Group on Indigenous Peoples;
Whereas the current text of the Draft Declaration has also been endorsed by
hundreds of Indigenous Peoples, Nations and organizations of the world;
Whereas the representatives of Indigenous Nations and Peoples
participating in the Commission on Human Rights Intersessional Working
Group on the United Nations draft declaration on the Rights of Indigenous
Peoples have met in a preparatory meeting on October 19 - 20 1996.
Whereas these delegates have expressed deep concerns with the proposed
agenda for the Intersessional Working Group scheduled for October 21 to
November 12, 1996;
Whereas the Indigenous Nations and Peoples delegates have agreed that the
proposed agenda, wherein the various articles of the present draft would be
discussed, is not an acceptable approach and would in fact subject these
articles to inappropriate changes which would serve to undermine the
Declaration's intent to protect the rights of Indigenous Nations and
Peoples;
Whereas the Draft Declaration is a morally binding mandate to stop the
oppression and violation of the rights of Indigenous Nations and Peoples,
and to establish a minimum international standard for respecting the
rights of Indigenous Nations and Peoples
Therefore be it resolved that the representatives of the Indigenous
Nations and Peoples hereby reject the proposed agenda;
Further be it resolved that the Indigenous Nations and Peoples propose a
more appropriate agenda that will address the following matters:
i) Opening Comments;
ii) General Discussion on the document in its totality;
iii) Recommendations for its immediate adoption in the present form.
