I am still looking into this issue, but here is what I've learned:

The Navajo Nation proposes that the federal government create a new law
enforcement agency, under the auspices of the Justice Department, to
include uniformed and investigative officers on Indian reservations.

Tha plan has been endorsed by the International Association of Chiefs of
Police, at their October meeting in Phoenix.

The Major Crimes Act of 1885 gave federal police agencies responsibility
for investigating certain crimes on reservations, including rape, murder,
assault, arson, and burglary. I do not know if the Navajo proposal would
give the new federal agency jurisdiction over crimes covered by the 1885
act.

I'll post further information as I learn more.
