The International Secretariat of OMCT has been informed of the opening of
a criminal lawsuit against persons presumed responsible for the death of
Mr Valentin CARRILLO SALDANA, in favour of whom we asked you to intervene
in the above-mentioned appeal.
Brief reminder of the situation :
In October the International Secretariat informed you of the detention, on
12 October 1996, and subsequent extra-judicial execution of Mr Valentin
CARRILLO SALDANA, of tepehuano indigenous origin, in the jurisdiction of
Guadalupe y Calvo, State of Chihuahaua. The body of the victim was found
on 17 October 1996 near the village of San Juan Nepumuceno, in the
municipality of Guadalupe y Calvo (Second follow up of Case MEX 221096)
New information :
According to information received from LIMEDDH - Mexican League for the
Defence of Human Rights - member of the network, the Public Prosecutor's
Office charged Captain Gustavo Avi?a Guti'rrez and first mate Sergeant
Angel Duran with these crimes.
Observations : The International Secretariat thanks all organisations
members of the network and others organisations and individuals for their
action following the distribution of this appeal. The Secretariat insists
on the necessity to write to the Mexican authorities urging them to:
i. ensure that those presumed responsible for the death of Mr
Valentin CARRILLO SALDANA be tried before a civil, competent tribunal in
conformity with the procedural rules and, if found guilty, be sanctioned
in accordance with the gravity of the crimes;
ii. guarantee the victim's family the right to obtain appropriate
redress and compensation.
