STATEMENT OF DUTIES:
Incumbent serves as the Deputy Associate Solicitor in the Division of
Indian Affairs which provides legal advice and counsel to the Secretariat
and the Commissioner of Indian Affairs with respect to: social programs
enacted by Congress for the benefit of or especially applied to
Indians;property held in trust by the Federal Government for Indians or
Indian tribes; and protection of the rights of Indian tribes. Legal
matters which arise from these programs and activities are in the areas
of taxation, boundary and zoning disputes; Indian civil rights; hunting
and fishing rights; mineral, water, and other natural resources rights;
lands tribal government programs, and services, including housing,
education business enterprises, law enforcement, road maintenance, and
social services; approving or drafting transactions involved in selling
mortgaging, investing, and exchanging of Indian trust assets; and other
general legal services. The Division also provides legal services with
respect to litigation which might arise or be initiated by or against the
Federal Government or officials of the Department in the above-mentioned
areas. The Deputy Associate Solicitor acts for and shares responsibility
with the Associate Solicitor for the carrying out of these duties, and in
the absence of the Associate Solicitor, assumes full responsibility. The
Deputy Associate Solicitor is also an Assistant charged with supervision
of one of four Branches within the Division: Branch of Water and Power;
Branch of General Indian Legal Activities; Branch of Environment,
Land,and Minerals; and Branch of Tribal Government and Alaska.
KNOWLEDGES, ABILITIES, SKILLS AND OTHER CHARACTERISTICS (KASOCS):
1. TECHNICAL SKILLS (Required): (1) Demonstrated ability to manage a
legal program involving the development, implementation, monitoring &
review of legal policies, procedures & operations; providing responsive
client legal services; & coordination of litigation & administrative
proceedings & (2) knowledge of & experience in Federal Indian Law & at
least one of the following areas of law: federal court litigation, land_&
water resources; Federal Energy Regulatory Commission proceedings; fish,
wildlife & parks; energy & minerals; environmental law; mining.
MANAGERIAL SKILLS (Required) (1) Demonstrated ability to integrate
government policies, organizations, missions, & operations with both
internal & external program & policy issues, (2) Ability to establish &
maintain effective working relationships with key officials & groups
outside the immediate organization & to make organized & persuasive oral
& written presentations & (3) Demonstrated ability to utilize human &
financial resources to manage a complex program including planning,
directing, budgeting & evaluating.
