What Mayor Chevez has done has opened himself up to a National
Environmental Protection Act (NEPA) action that requires an Environmental
Assessment. Through the EA process, all of the appropriate parties should
be notified and discussions carried out. Consultation with all interested
parties is also required. Hopefully someone out there has the gumption
to force the issue of NEPA.
