There are at least three, if not four natives in the Richmond, Norfolk area
who are attorneys and have a vast knowledge of the NEPA process. From the
looks of "ALL" of the posted messages, it appears that the complete
investigation has not been accomplished on the methods of forcing the
three (Corps, EPA) to follow the law versus Virginia Commonwealth desire.
Done properly, the NEPA process will shut down more federal engines and
railroads than all the frantic appeals for help. NEPA requires proper
notification, and that includes all "interested" parties - hence the frantic
mail list can all be included in the notification and in the public comments
that are required.
And in addition, Chief Webster and Miss Shirley know more people and have
more influence than it appears many are giving them credit for. How about
everybody working together, the legal way.
