couple of sentences on the immediate background indicating that the reason
for the confrontation is more complex than the original report or even the
statement above would indicate. Since I have not received permission to
report on those matters, I will leave it to subsequent reports that can be
attributed to explain the greater complexity of the issue. However, I do
feel comfortable indicating that that complexity would be indicated by the
terms of the original treaty, which are obviously about more than the tax-
exempt status of the reservation community.
