ATTENTION! Just introduced:

H.R.1957: -- A bill to amend the Indian Child Welfare Act of 1978 to
exempt voluntary child custody proceedings from coverage under that Act,
and for other purposes. Sponsor: Rep Tiahrt. R-KS#4

Rep Deborah Pryce of Ohio is a co-sponsor of this bill. It appears to
try to limit the application of the ICWA to only involuntary removals,
and further seems to say that only the signature of one parent is needed
to make an adoption proceeding a "voluntary."

(c) VOLUNTARY TERMINATION OF PARENTAL RIGHTS- Section 103 of the Indian
Child Welfare Act of 1978 (25 U.S.C. 1913) is amended to read as
follows:

SEC. 103. (a) Upon written consent by a parent or legal guardian (other
than a tribal court) of an Indian child to a voluntary child custody
proceeding, this title shall thereafter not apply to any child custody
proceeding involving the Indian child, and this Act shall thereafter not
be the basis for determining jurisdiction over any child custody
proceeding involving the Indian child.

(b) For the purposes of subsection (a), written consent is irrevocable.

now to be sent to the House for consideration:

H.R.1833: -- A bill to amend the Indian Self-Determination and Education
Assistance Act to provide for further Self-Governance by Indian Tribes,

H.R.1983: -- A bill to amend the Rhode Island Indian Claims Settlement
Act to conform that Act with the judgments of the United States Federal
Courts regarding the rights and sovereign status of certain Indian

Congress to bring the quality of Indian education and educational

S.RES.102: -- A resolution designating August 15, 1997, as "Indian
Independence Day: A National Day of Celebration of Indian and American

S.894: -- A bill to provide for the conveyance of certain land in the
Six Rivers National Forest in the State of California for the benefit of
the Hoopa Valley Tribe. Sponsor: Sen Boxer. D-CA

BILLS INDEXED TO THE TERM "INDIAN"

As always, these bills have varying impacts on Native Americans, and
need to be read closely to determine their importance. But they are
"indexed" to the term Indian because they have provisions affecting
Indians, so they are included on the monthly report.

One specific bill dealing with Veterans deserves special mention, since
such a high percentage of Native Americans have served in the military:

H.R.1754: -- A bill to require that a portion of the amounts made
available for housing programs for the homeless be used for activities
designed to serve primarily homeless veterans, and for other purposes.
