Having a roll number doesn't get us into the census.
And so many people don't have one, because of the decisions of the BIA about
who gets them.
For example, the traditional Seminole who did not sign the contract with
Disney, no longer are recognized, even though most of them (according to one
of their elders who spoke to a group of Native Am Scholars of Religion who
met near them last year) are full blood and they are attempting to preserve
traditional lifestyles (as they see it anyway) more faithfully than their
kinsfolk who sold to Disney. I'm sure I don't have all the details of this
particular example correct, but I'm just giving it as an example of brothers
and sisters who would be in the census if they answer, but not in the BIA
lists.
